國務(wù)院辦公廳日前印發(fā)《關(guān)于推進醫(yī)療保障基金監(jiān)管制度體系改革的指導(dǎo)意見》。《意見》要求，到2025年，基本建成醫(yī)?；鸨O(jiān)管制度體系和執(zhí)法體系。要推進監(jiān)管制度體系改革，建立智能監(jiān)控、舉報獎勵、信用管理制度，完善社會監(jiān)督制度。

The General Office of the State Council has recently released a guideline, stressing the reform of the supervision system for the healthcare security fund. The supervision and law enforcement systems for the fund will be basically in place by the year 2025, read the document. Urging the promotion of reform, it requires building the systems for smart supervision, tip-off rewards and credit management, and improving the system for public supervision.

醫(yī)療保障基金是人民群眾的“看病錢”“救命錢”，基本醫(yī)療保障制度建立以來，覆蓋范圍不斷擴大、保障水平逐步提升，對維護人民健康權(quán)益、緩解因病致貧、推動醫(yī)藥衛(wèi)生體制改革發(fā)揮了積極的作用。但是，受監(jiān)管制度體系不健全、激勵約束機制不完善等因素制約，醫(yī)?；鹗褂眯什桓撸鸨O(jiān)管形勢較為嚴峻。醫(yī)保檢查中，“掛床”、超范圍經(jīng)營、小病大治、過度檢查用藥、套高收費、分解收費、串換收費等欺詐騙保手段層出不窮。2018年國家醫(yī)保局成立后，持續(xù)開展打擊欺詐騙取醫(yī)療保障基金專項治理活動，對企圖違法違規(guī)的現(xiàn)象起到了一定震懾作用。

此次出臺的《關(guān)于推進醫(yī)療保障基金監(jiān)管制度體系改革的指導(dǎo)意見》，明確加快推進醫(yī)?；鸨O(jiān)管制度體系改革，構(gòu)建全領(lǐng)域、全流程的基金安全防控機制，嚴厲打擊欺詐騙保行為。按照《意見》，完善基金監(jiān)管體系，一方面明確監(jiān)管權(quán)責(zé)清單，一方面推進監(jiān)管制度體系改革，同時，制定醫(yī)療保障基金使用監(jiān)督管理條例及其配套辦法，強化醫(yī)?；鸨O(jiān)管法治及規(guī)范保障，加大對欺詐騙保行為的懲處力度。《意見》的印發(fā)和實施，意味著我國醫(yī)保基金監(jiān)管手段走向綜合化、科學(xué)化，未來將逐步形成專業(yè)化、智能化、法治化的監(jiān)管局面。
