十三屆全國(guó)人大三次會(huì)議正在審議《全國(guó)人民代表大會(huì)關(guān)于建立健全香港特別行政區(qū)維護(hù)國(guó)家安全的法律制度和執(zhí)行機(jī)制的決定（草案）》。
A draft decision on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) to safeguard national security is under deliberation at the third session of the 13th National People's Congress (NPC).
全國(guó)人民代表大會(huì)是最高國(guó)家權(quán)力機(jī)關(guān)，根據(jù)新的形勢(shì)和需要，行使憲法賦予的職權(quán)，從國(guó)家層面建立健全香港特別行政區(qū)維護(hù)國(guó)家安全的法律制度和執(zhí)行機(jī)制，堅(jiān)持和完善“一國(guó)兩制”制度體系。
The NPC is the highest organ of state power. In light of the new circumstances and need, the NPC is exercising the power enshrined in the Constitution to establish and improve at the state level the legal system and enforcement mechanisms for the HKSAR to safeguard national security, and to uphold and improve the institutional framework of "one country, two systems".

香港基本法第23條規(guī)定：“香港特別行政區(qū)應(yīng)自行立法禁止任何叛國(guó)、分裂國(guó)家、煽動(dòng)叛亂、顛覆中央人民政府及竊取國(guó)家機(jī)密的行為，禁止外國(guó)的政治性組織或團(tuán)體在香港特別行政區(qū)進(jìn)行政治活動(dòng)，禁止香港特別行政區(qū)的政治性組織或團(tuán)體與外國(guó)的政治性組織或團(tuán)體建立聯(lián)系。”這一規(guī)定就是通常所說(shuō)的23條立法。它既體現(xiàn)了國(guó)家對(duì)香港特別行政區(qū)的信任，也明確了香港特別行政區(qū)負(fù)有維護(hù)國(guó)家安全的憲制責(zé)任和立法義務(wù)。然而，香港回歸20多年來(lái)，由于反中亂港勢(shì)力和外部敵對(duì)勢(shì)力的極力阻撓、干擾，23條立法一直沒(méi)有完成。
黨的十九屆四中全會(huì)明確提出：“建立健全特別行政區(qū)維護(hù)國(guó)家安全的法律制度和執(zhí)行機(jī)制，支持特別行政區(qū)強(qiáng)化執(zhí)法力量?！薄敖^不容忍任何挑戰(zhàn)‘一國(guó)兩制’底線(xiàn)的行為，絕不容忍任何分裂國(guó)家的行為。”貫徹落實(shí)黨中央決策部署，在香港目前形勢(shì)下，必須從國(guó)家層面建立健全香港特別行政區(qū)維護(hù)國(guó)家安全的法律制度和執(zhí)行機(jī)制，改變國(guó)家安全領(lǐng)域長(zhǎng)期“不設(shè)防”狀況，在憲法和香港基本法的軌道上推進(jìn)維護(hù)國(guó)家安全制度建設(shè)，加強(qiáng)維護(hù)國(guó)家安全工作，確保香港“一國(guó)兩制”事業(yè)行穩(wěn)致遠(yuǎn)。
